During the workshop, His Excellency Engineer Sheikh Mohammed bin Ahmed Al Khalifa, Under-Secretary for Municipal Affairs of the Ministry of Municipal Affairs and Agriculture, confirmed that the amendments issued in the resolution will contribute to facilitating the issuance of building permits in accordance with the requirements and needs of the people, thereby supporting the facilitation of construction work in accordance with their requirements and aspirations. Noting that the new requirements included the organization of a large number of residential vouchers previously unavailable to vouchers other than Hamad City area and issued except as contained in Resolution No. 6 of 2002 on the determination of the regulatory requirements of residential vouchers in Hamad City and its dependent areas and adding that the vouchers were classified into three types depending on the width of the voucher's interface and space.
Sheikh Mohammed bin Ahmed Al Khalifa stated that the requirements are roughly the same as 85% as those of the RA in Decision No. 39 of 2023 issuing the regulatory requirements for the reconstruction of various areas of the Kingdom of Bahrain.
In a related context, His Excellency Engineer Ahmed Abdelaziz Al Khayat, Chief Executive Officer of the Planning and Urban Development Authority, stressed that the new regulatory requirements are in response to accelerated urban changes and in accordance with the proposals of the beneficiaries to increase the optimization of the built areas, in line with the Government's endeavours to further develop infrastructure.
Al Khayyat pointed out that these requirements have been prepared and regulated in coordination between a number of agencies to achieve the desired objectives, and stressed the need to ensure the continuity of partnership between the concerned authorities to develop the system of legislation, regulations and laws in order to promote the achievement of the desired development goals.
For its part, Her Excellency Ms. Fatima Ibrahim Al-Mannai, Under-Secretary of the Ministry of Housing and Urban Planning, stressed that the new regulatory requirements are in response to proposals received by the Ministry from H.E. the members of the Consultative Councils, Deputies and Municipal Councils. The Undersecretary of the Ministry of Housing and Urban Planning called for the need to comply with regulatory requirements, especially since proposals were included to balance the preservation of the architectural and civilized character of housing areas with citizens' requirements, noting the importance of obtaining building permits prior to the commencement of construction work and additions, taking advantage of the content of the guide in this regard.
During the workshop, engineer Balsam Ali Salman, Assistant Undersecretary for Engineering Affairs of the Ministry of Housing and Urban Planning, gave a presentation on the content of Decree No. 899 of 2024 issuing regulatory requirements in the areas of housing projects, which comes to achieve further gains for citizens benefiting from voucher services and housing units.
