The ministry added that it will not be allowed to accept requests for the purchase of housing units under construction, and that it disclaims its legal responsibility in the event that citizens make advance payments to purchase incomplete units of construction readiness, provided that new applicants are required during the period given to them to purchase units that housing standards continue to apply to them. In addition to not exceeding the age of 45 years before disbursing the amount of funding.

The Ministry also called on real estate developers and contracting companies to adhere to the necessity of not selling incomplete ready housing units to citizens applying to the Mazaya program, or obtaining amounts in advance for the purchase of a housing unit unless the citizen completes the bank and contractual procedures and obtains final approval.

In this regard, the ministry said that what was recently raised in public opinion regarding citizens being harmed due to the expiration of the exemption period is due to some of them agreeing with contractors to purchase units that are still under construction, without submitting an application or completing the procedures of the Mazaya program, which is a clear violation of standards And the requirements of the program, which binds the beneficiary to the necessity to confine himself to purchasing ready-made housing units only, and accordingly, it took citizens a very long time until the completion of the construction of the units.
In addition, the Ministry of Housing indicated that the Mazaya program, since the launch of its experimental phase in 2013, has approved among the criteria for benefiting from the program that the age of applicants to benefit from the program does not exceed the age of 35 years for applicants who apply for new housing, but in the context of keenness to provide housing options and solutions for requests Those listed on the waiting lists prior to the issuance of the organizational decisions for the Mazaya program at the launch time, the Ministry granted an exception for a period of two years for those with existing housing applications to benefit from the Mazaya program, and shortened the period of stay on the waiting lists.

The Ministry indicated that in light of the above-mentioned existing applicants, the age exemption decisions have continued to be extended to benefit from the program, and indeed a large number of existing requests have been fulfilled, and the Ministry has granted a period of 7 years to benefit from the program.

The Ministry said that the issue of applying the original criteria for the maximum age criterion upon applying to the program, which is 35 years, represents an economic importance to ensure the sustainability of that program, to preserve the rights of new applicants with housing applications to benefit from this immediate service, and to achieve the principle of optimal utilization of the budget allocated to the program in meeting recent requests And reduce the number of annual requests that are put on waiting lists.
