The “Tumooh” Program is a supplementary housing finance scheme offered to citizens who have previously benefited from Ministry of Housing and Urban Planning (MOHUP) finance programs (Tas’heel / Tas’heel+) in addition to those who have previously benefited from purchase financing for the purpose of purchasing an residential flat. Through this program, the Ministry provides additional financial support to enable eligible citizens to expand their housing options and purchase another property, provided that at least ten (10) years have elapsed since they obtained their initial housing finance.

Financing Purposes
Purchase of a new property (housing unit or residential flat)
Conditions
- The applicant must be Bahraini.
- The applicant must be the head of household.
- The applicant must be between 21 and 60 years old, fully legally competent. (subject to the terms and conditions of the financing bank)
- The applicant’s monthly income, at both application and allocation stages, must be not less than BHD 600 and not more than BHD 1,200. (subject to the financing bank’s conditions)
- At least 10 years must have elapsed since the purchase of the original property.
- The purpose of the previous finance must have been to purchase an apartment.
- Must not have previously benefited from the “Amanat Program” formerly administered by Eskan Bank.
- In the case of applying for Tumooh financing, the applicant must be regular in repaying the installments due on the primary financing and must not have any outstanding debt to the bank exceeding three months.
- Neither the applicant nor any member of their immediate family may own a property, except for the property for which a Supplementary Financing is being requested, during the three (3) years preceding the application submission and until the allocation is completed. For the purpose of this condition, any person who has benefited from a housing unit through any form of Islamic Financing or through Commercial Financing shall be considered as a property owner.
- Neither the applicant nor any member of their immediate family must have, previously, obtained Renovation Financing or Tumooh Financing, and no family member must have previously obtained Renovation Financing for the same property subject to the current application.
- The applicant’s family must be permanently residing in the Kingdom of Bahrain.
