Housing Unit

Each residential unit is part of the housing service programs provided by the Ministry of Housing and Urban Planning, which includes both the land, and the building constructed on it.

This service allows citizens to easily apply for a complete residential unit with all necessary facilities, following these procedures:

To be eligible for a housing unit through ownership and allocation, the applicant must meet the following criteria:



Must be a Bahraini national.

Must be at least 21 years old and not older than 50 years at the time of application.

Monthly income at the time of application must not exceed 900 Bahraini Dinars and should not exceed 1200 Bahraini Dinars at the time of allocation.

The applicant or any of their family members must not have previously received any housing service for the purpose of owning a residence from the government or any other entity.

The applicant or any of their family members must not own any property at the time of application and for the three preceding years up to the time of allocation.

The following are considered as owners:

If the applicant or any family member owns a separate property exceeding 100 square meters through any means of ownership transfer.

If the applicant or any family member owns a co-owned property, whether through purchase or gift, exceeding 100 square meters.

If the applicant or any of their minor children inherit a co-owned property exceeding 200 square meters.

In case of multiple ownerships, the area of each property will be calculated separately.

The following cases are exempt from the ownership condition:

Ownership by the applicant or any family member of a property deemed uninhabitable or unsuitable for construction, as per the administration's report.

Ownership of a property by the wife acquired through inheritance, unless the applicant is the one.

The applicant's family must reside permanently in the Kingdom of Bahrain (i.e., their stay outside the Kingdom must not exceed six consecutive months).


The beneficiary is prohibited from:

Renting, transferring, or selling the residence or any part of it, or using it for purposes other than residential, without obtaining written approval from the administration.

Storing explosives, flammable materials, hazardous substances, or anything harmful to public health inside or near the residence.

Engaging in any act that threatens the safety of the residence or neighboring residents.

Making any alterations to the building, its annexes, or its gas, electricity, or water installations contrary to approved regulatory requirements.

Installing or permitting the installation of communication devices or towers on the building or its roof.

Placing any signs or advertisements on the exterior walls of the residence or in communal areas without written approval from the administration.


The allocation for the beneficiary may be canceled in any of the following cases:

Loss or withdrawal of Bahraini nationality based on the provisions of the Bahraini nationality law.

Failure to complete the housing allocation procedures for more than six months from the date of notification of allocation or signing the contract and taking possession, or failure to occupy the residence for more than six months after taking possession without a justifiable reason accepted by the administration.

Discovery of discrepancies in the information provided in the application or submitted documents, or withholding information or documents that should have been submitted at the time of application, which were the basis for granting the allocation.

Using the residence for activities contrary to public order and morals, as proven by a final judicial ruling.

Failure to take possession of the residence for more than six months from the date of notification or failure to occupy it for more than six months after taking possession without an acceptable reason.

Refusal to vacate the temporary residence as specified in Article 23 of Decision No. (909) of 2015.

Refusal to sign the tenants' Association contract for housing, or violation of its terms and conditions.

Being convicted of one of the crimes stipulated in Law No. (58) of 2006 regarding the protection of society from terrorist acts.

Committing any of the actions or violations listed in Article 9 of this decision and failing to rectify the violation within one month from the date of written notification.

Expressing a desire to terminate the occupancy.


If any of the cases outlined in Article 10 occur, the Minister will issue a decision to cancel the allocation based on the administration's recommendation, and the ministry will reclaim the residence after granting the beneficiary a maximum of three months to vacate, via written notification.

The cancellation of the allocation and the recovery of the residence will result in the following:

The beneficiary loses any rights over the residence.

The beneficiary must pay all due installments for their occupancy of the residence until the date of vacating.

Any installments paid will be considered as rent and cannot be reclaimed.

The ministry retains the right to claim compensation from the beneficiary for any damages incurred to the residence.

The beneficiary has no right to claim compensation from the ministry for any additions or improvements made to the residence.

The beneficiary cannot apply for any other housing service for one year.

If the applicant or any of their family members have a disability, they must specify this when applying so that the ministry, according to the housing committee's assessment, can adapt the residence to meet the needs of the disability (disability specification form).

The beneficiary of the residential unit is not allowed to transfer ownership of the unit without written permission from the ministry.


Land Plot

The land allocated under Decision No. (909) of 2015 regarding the housing system enables citizens to benefit from a plot of land to build their residential unit at their own expense. This service is free of charge.

Specific Conditions for Acceptance of a Residential Plot Application The applicant must meet the following criteria:


Must be a Bahraini national.

Must be at least 21 years old and not older than 50 years at the time of application.

Monthly income at the time of application and allocation must not be less than 800 Bahraini Dinars and not exceed 1500 Bahraini Dinars.

The applicant or any of their family members must not have previously received any housing service for the purpose of owning a residence from the government or any other entity.

The applicant's family must reside permanently in the Kingdom of Bahrain (i.e., their stay outside the Kingdom must not exceed six consecutive months).

The applicant or any of their family members must not own any property at the time of application and for the three preceding years up to the time of allocation.

The following are considered as owners:

If the applicant or any family member owns a separate property exceeding 100 square meters through any means of ownership transfer.

If the applicant or any family member owns a co-owned property, whether through purchase or gift, exceeding 100 square meters.

If the applicant or any of their minor children inherit a co-owned property exceeding 200 square meters.

In case of multiple ownerships, the area of each property will be calculated separately.

The following cases are exempt from the ownership condition:

Ownership by the applicant or any family member of a property deemed uninhabitable or unsuitable for construction, as per the administration's report.

Ownership by the wife of a property acquired through inheritance, unless the applicant is the one.


The beneficiary of the residential plot must commit to the following:

Begin construction of the residence on the plot within three years from the actual receipt of the plot.

Complete the construction of the residence on the plot within seven years from the actual receipt of the plot.

Reside in the residence built on the plot with their family.

Vacate the temporary residence as specified in Article 23 of this decision.

The beneficiary of a residential plot is prohibited from:

Transferring ownership of the plot or the building erected on it until ten years have passed from the date of ownership, and only after obtaining approval from the Ministry of Housing and Urban Planning.

Renting or allowing others to benefit from it or any part of it in any manner without ministry approval.

The ministry has the right to review the plans and specifications related to construction on the residential plot and may set conditions and specifications that the beneficiary must adhere to, in line with the regulatory requirements for development in the Kingdom.

The allocation for the beneficiary may be canceled in any of the following cases:

Loss or withdrawal of Bahraini nationality based on the provisions of the Bahraini nationality law.

Discovery of discrepancies in the information provided in the application or submitted documents, or withholding information or documents that should have been submitted at the time of application, which were the basis for granting the allocation.

Failure to take possession of the residential plot for more than six months from the date of written notification to sign the contract.

Failure to commence or complete construction on the plot within the specified timeframes.

Using the allocated plot for any purpose other than constructing a residence.

Violating the plans and specifications required by the ministry for construction.

Refusal to vacate the temporary residence as specified in Article 23 of this decision.

Being convicted of one of the crimes stipulated in Law No. (58) of 2006 regarding the protection of society from terrorist acts.

Expressing a desire to terminate occupancy and return the residential plot to the ministry.

If any of the cases outlined in Article 59 occur, the minister will issue a decision to cancel the allocation based on the relevant administration's recommendation, and the ministry will reclaim the plot after granting the beneficiary a maximum of three months to vacate, via written notification.

If a building has been erected on the residential plot, the ministry will compensate the beneficiary for the value of the works completed, as estimated by the relevant projects administration, minus any amounts owed to them.


Ownership Apartment

This is a housing service under the housing programs provided by the Ministry of Housing and Urban Planning, including the apartment unit and shared common areas.

To be eligible for an apartment through ownership and allocation, the applicant must meet the following criteria:


Must be a Bahraini national.

Must be the head of the family.

Must be at least 21 years old and not older than 50 years at the time of application.

Monthly income at the time of application must not exceed 900 Bahraini Dinars, and should not exceed 1200 Bahraini Dinars at the time of allocation.

The applicant or any of their family members must not have previously received any housing service for the purpose of owning a residence from the government or any other entity.

The applicant's family must reside permanently in the Kingdom of Bahrain (i.e., their stay outside the Kingdom must not exceed six consecutive months).

If the applicant or any of their family members have a disability, they must specify this when applying so that the ministry, according to the housing committee's assessment, can adapt the residence to meet the needs of the disability (disability specification form).

Installing or permitting the installation of communication devices or towers on the building or its roof.

Placing any signs or advertisements on the exterior walls of the apartment or in communal areas without written approval from the administration.


The allocation for the beneficiary may be canceled in any of the following cases:

Loss or withdrawal of Bahraini nationality based on the provisions of the Bahraini nationality law.

Failure to pay due installments for six consecutive months without an acceptable reason.

Discovery of discrepancies in the information provided in the application or submitted documents, or withholding information or documents that should have been submitted at the time of application, which were the basis for granting the allocation.

Using the apartment for activities contrary to public order and morals, as proven by a final judicial ruling.

Failure to take possession of the apartment for more than six months from the date of notification or failure to occupy it for more than six months after taking possession without an acceptable reason.

Refusal to vacate the temporary residence as specified in Article 23 of Decision No. (909) of 2015.

Refusal to sign the tenants' Association contract for housing, or violation of its terms and conditions.
