In continuation of the implementation of the Royal Directives of His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain, to accelerate the pace of housing projects and provide 50,000 new housing units, the Ministry of Housing and Urban Planning announced the offering of three new projects for reservation in Salman City in partnership with the private sector under the Off-Plan Sales Programme. The announcement coincides with the second edition of the Social Housing Innovation Conference and Exhibition, held from 29 September to 3 October 2026 at Exhibition World Bahrain.
Her Excellency Amna bint Ahmed Al Rumaihi, Minister of Housing and Urban Planning, affirmed that offering 137 new housing units for reservation through the Off-Plan Sales Programme across the three projects represents an additional step towards increasing real estate stock through the expansion of projects under the Government Land Development Rights Programme and enhancing the private sector’s contribution to social housing projects. This will help increase the supply of housing units aligned with the value of housing finance available to citizens and provide them with more diverse and flexible options for securing suitable housing.
Minister Al Rumaihi explained that the new units are distributed across three projects in Salman City being implemented by a number of real estate developers. A consortium comprising Naseej for Real Estate Development and Almoayyed Contracting will deliver 24 housing units, while Dilmunia Gate Real Estate will develop 69 units and Bahrain First Real Estate Development will develop 44 units, as part of projects included under the Government Land Development Rights Programme.
Minister Al Rumaihi noted that the new projects in Salman City build on the positive results achieved through private-sector partnership projects implemented under the Government Land Development Rights Programme, including Suhail in Al Louzy, Hay Al Naseem in Salman City, Al Wadi in Al Buhair, and Danat Sanad in Sanad. These projects have contributed to diversifying the real estate options available to beneficiaries of housing finance programmes.
She explained that the Government Land Development Rights Programme is one of the initiatives within the track to increase real estate stock and is based on leveraging the capabilities and expertise of real estate developers to deliver projects and housing units compatible with the housing finance available to citizens, thereby enhancing the flexibility of available options and accelerating the provision of housing services.
She added that the expansion of projects under the programme reflects the importance of partnership with the private sector as a key partner in the development of the social housing sector and the utilisation of its technical and development capabilities to deliver quality projects, helping increase the supply of housing units and provide citizens with a wider range of options.
Her Excellency further noted that launching the new projects alongside the Social Housing Innovation Conference and Exhibition builds on the experience of the conference’s first edition, during which units from housing projects were offered for direct reservation by citizens. It also reflects the conference’s role as a platform bringing together various stakeholders in the housing ecosystem, including government entities, financial institutions and real estate developers, contributing to transforming partnerships and innovative solutions into tangible housing projects and options, while expanding the use of digital solutions to facilitate citizens’ access to appropriate real estate and financing options.
Minister Al Rumaihi expressed her appreciation for the ongoing cooperation with Dilmunia Gate Real Estate, the consortium of Almoayyed Contracting and Naseej for Real Estate Development, and Bahrain First Real Estate Development, praising the companies’ engineering and technical expertise and capabilities, which contribute to supporting project quality and diversifying the housing units available to citizens.
For his part, Amin Al Arrayed, Chief Executive Officer of Naseej, affirmed that the private sector’s participation in implementing social housing projects in cooperation with the Ministry of Housing and Urban Planning strengthens integration between the public and private sectors and contributes to providing citizens with more housing options. He also reaffirmed the company’s commitment to continuing its partnership with the government in this field.
In the same context, Hala Farouk Almoayyed, Executive Director of Almoayyed Contracting, expressed the company’s pride in participating, in cooperation with Naseej, in the development of 24 housing units in Salman City, noting that the project reflects the importance of public-private partnership in supporting the implementation of housing and development projects in the Kingdom.
Abdulla Ali, Chief Executive Officer of Dilmunia Gate Real Estate, expressed the company’s pride in renewing its cooperation with the Ministry of Housing and Urban Planning to develop 69 housing units in Salman City. He noted that the project represents the second collaboration following the success of the Hay Al Naseem project in Salman City, which delivered 131 housing units, reflecting the continuity of the partnership in increasing housing supply.
Omar Faisal Al Tamimi, Chief Executive Officer of Bahrain First Real Estate Development, affirmed the company’s commitment to strengthening its partnership with the Ministry of Housing and Urban Planning through the development of 44 housing units in Salman City. He noted that the project reflects the company’s commitment to contributing to social housing projects and strengthening the private sector’s role in supporting the Kingdom’s housing development objectives.
